Do Hurricane Florence victims qualify for the $500 casualty loss haircut and take the standard deduction as opposed to being required to itemize with the 10% floor?

I live in Craven County NC, a federally declared disaster area (DR-4393). I suffered substantial uninsured loss from flooding. 

The 2018 casualty loss form provides for a $500 casualty loss haircut and allows a standard deduction as opposed to being required to itemize with the 10% floor. Hurricane Irma & Maria occurred before 2018. The $500 provision is still in tack in 2018. Turbo tax will not allow me to use the $500 / Standard Deduction option. the software forces me to itemized and take a 10% reduction against my loss.

Per the IRS 4684 instructions:  You can deduct qualified disaster losses without itemizing other deductions on Schedule A. Moreover, your net casualty loss from these qualified disasters does not need to exceed 10% of your adjusted gross income to qualify for the deduction, but only unreimbursed amounts in excess of $500, rather than $100, per casualty may be deducted.    <a rel="nofollow" target="_blank" href="https://www.irs.gov/pub/irs-pdf/i4684.pdf">https://www.irs.gov/pub/irs-pdf/i4684.pdf</a>

Switch to the FORMS mode and review the 4684 and the Sch A ... I did a test return and it worked perfectly ... you may wish to delete that section and enter it again fresh.
