Got an email saying my return was received and accepted, but when I call IRS they say they haven't received it, or it's not in the system.

I got an email from TurboTax saying that the IRS received and accepted my return (with the subject line : TurboTax Update: Federal Return Accepted - Payment and Voucher Required).  

I received the email Saturday.  Today is the following Monday.  Today I called the IRS about adding the balance owed to an existing installment agreement and they said they haven't received my return.  Is this normal?  How long should I wait before trying to call back?

I owe money so I can't check the Where's My Refund IRS site, but the TurboTax efile status site says 'accepted'.

I didn't accept the other answer, because although generally helpful, it didn't address the specific case in my question: Turbotax site and emails showed the return was accepted by the irs (not pending), but the irs said they didn't have it yet.  I'm not sure exactly how long I actually had to wait, but I tried again 2 days later and they had it.

After acceptance, but before processing the status may not be available. If you contact the government or try look up your refund status while your return is still pending, don't be surprised if they tell you "no record found." This is normal; until the government starts reviewing and processing your return, they won't have any record of it. 

Once you've confirmed your return has been accepted, you can begin to track your refund. The IRS issues most refunds in less than 21 days, although some require additional time. Please see below for more information on tracking your refund: https://ttlc.intuit.com/replies/5340655

Hi, my boyfriend checked WMR around Feb 1st after filling and stated it was accepted, but now is just showing received. This happen to anyone? Is there an issue possibly?

Processing simply means that the IRS is working on your return, it is the stage after accepted and before being approved.   Here is more information on what's happening with your return

Same here. Not exactly sure what to do or how to fix it :(
