Sorry the refund transfer fee is not to get direct deposit but to have the fees deducted from your refund. To do that, your refund has to go though a third party bank. It's true you have to set up direct deposit but that doesn't guaranty you will get it direct deposit. Apparently your bank or routing number was wrong and the bank rejected your deposit so they had to mail you a check. And as you can see they charged you another $20 for mailing a check.
