When filing my 2018 taxes with turbotax,  I told them that I found out who claimed my dependent for 2017 taxes. In with the tax forms I had to mail off, there is a form that needs to be mailed to a different address .Do I need to fill out the identity theft form before I can receive my federal refund?

Yes, you need to fill out the Identity theft form first.  The IRS needs to know that the dependent you are claiming was fraudulently claimed by someone else.  Otherwise, they will not give you credit for your dependent.
