I am a New York State Resident. I lived in New York City for two months last year for an internship. Do I have to declare partial residency for New York City?

My W-2 did not have local taxes withheld only state taxes.

No.  Your "residence" in NYC is a temporary residence for tax purposes.  An internship is considered as a temporary absence.  If you lived in upstate New York (or Long Island) before your internship, you are considered to live there and not NYC.
