For Personal taxes,,,Sorry, but no.  That was one of the Miscellaneous deductions that was eliminated.  People rarely reached the 2% of AGI threshold , such that it could be used...but it is all gone now anyhow.

....................ahhhh as part of you costs of doing business for an SE person?

Yes, you can claim the difference between the cost of TurboTax Deluxe (or whatever program you would use if you did not have any self-employment income) and the Self-Employed product as a business expense.
