Are there known problems with TurboTax 2018 for calculating Form 8962? If so how can I work with the current version of TurboTax to get an accurate estimate?

I did everything possible to make sure my AGI was below the 400% poverty level.  My income is mostly from IRA withdrawals.   This is my first year in the ACA, so I haven't received a 1095-A.  However, TurboTax 2018 won't let me manually update Form 8962 and nothing I can do in TT2018 shows that I am eligible for an APTC.  This seems totally wrong, and there has got to be something wrong with the current version of TurboTax 2018.  I was very careful to do "everything right"  and now, with 13 days left in the year, it looks like something systemic is going to unexpectedly cost me hundreds or thousands of dollars in taxes.  HELP!
