No.  It had to be offered to you before you filed.

Turbotax offers a refund advance WHEN you file your tax return through Turbotax.  The advance is provided on a pre-paid debit card and comes in amounts between $250 and $1000.  It basically covers that 3-4 week period after your tax return is accepted and before your refund is paid by the IRS.

It is a test program; not all customers qualify, and if you don't see the offer when you finalize your tax return, you can't request that it be added.  Refund advances can also be denied after you transmit your tax return if you fail to meet underwriting standards.

There are no application fees or interest (0% APR) but the prepaid debit card has a monthly service fee and some other fees depending on how you use it.  You would need to check the debit card terms to see what those fees are.

Turbotax does not offer any other loan programs.
