I entered my mileage driven for work in the business expenses section. It calculated that I had a 2173.00 deduction. But the amount of my federal refund did not change, even when I deleted the mileage entirely. Shouldn't the amount of my refund have increased?

Did you enter the mileage in the business expenses section of the schedule A? If so, the deductions need to be greater than 2% of your income in order to affect your refund. If the expenses apply to your wages, you have it in the right place, but if the expenses relate to your schedule C, you need to move them to that form or through that area of the Interview.
