Should I file a short form, altho I paid less than $14 in taxes in 2017?

See the article below to determine whether or not you are required by law to file a tax return for 2017.  If you are not required to file, you don't have to file a tax return.  However, you can choose to file a return and recoup the $14 of taxes withheld. 

If you are required to file a return, TurboTax will choose the correct form (long vs. short) depending on what type and how much of income you report.  ''Which form to use'' is not anything you have to decide on.  You only need to determine whether or not you a required to file a 2017 tax return.  https://ttlc.intuit.com/replies/3302274
