We paid off my husband's Parent Plus student loans - his mom's name is on the 1099-INT. Can we claim this interest? His mom says she can't because he's not her dependent.

No, you can't claim the interest expense if the loan was not in your husband's name. But if the loans are in his mom's name and she was paying them, and the your husband was her dependent when it was taken out, she can  to deduct the interest.
