Mom died 12/23/2016. Due to 'lag time' in processing her acct, I got a 1099-INT for 2017. Can;t do a 2017 1040; can't change the 1099. How can I file this income?

The 1099-INT and -DIV is for several hundred dollars, and is not  'de minimus'.  There is also a trust involved, so I have another EIN to use for the subsequent trust, but I can't use mom's SSN for income 2017, since she died in 2016.  How can I get this 1099 processed?

Since your mom passed in 2016, the 1099's you have are income to the trust.  You need to contact the bank and ask to have the 1099's re-issued in the trust's ID number.

If this fails, the trust is able to claim the interest and dividends as a nominee.  Just look for the "special situations" screens when you are entering the income.
