Do I have a NOL if in 2016 I gained NO income but lost nearly $3600 trading stocks?

No ... a capital loss on the Sch D is NOT the same thing as an NOL on the form 1040.   You must file a return to show the loss and the allowed carry forward to the 2017 tax return.
