I spent money on mandatory Student Health Insurance. Can I claim this?

It was not reflected on the 1098-T. This contributed to ~1800 to my school expenses in 2016.

Unfortunately, no. Student health fees, even if required as a condition of enrollment, are not included as qualified tuition and fees for purposes of obtaining any of the available educational tax benefits.
