Does a new roof & siding qualify as a deduction?

It depends.  There is a lifetime credit of up to $500 for installing energy-saving products in your home.  Please see this TurboTax web page for more information:  https://turbotax.intuit.com/tax-tools/tax-tips/Home-Ownership/Which-Home-Improvements-Qualify-/INF12...

That information is for your personal residence.  If you are renting the home to someone else, you cannot claim the credit as such but may be able to claim certain deductions for this.  Please see this FAQ for more information:  https://ttlc.intuit.com/replies/4209856.
