The 1099-SA should be sent to you if you had any distributions from your HSA.
This is because you are required to file form 8889 if there are any contributions to or distributions from your HSA during the tax year, and the 1099-SA is part of the documentation you need to enter into TurboTax so that it can complete the 8889 for you.
Please go to your HSA custodian's website - you can likely get a copy of the 1099-SA online. If not, then speak to a customer service representative to ask for it. and ask them to send your 1099-SA. If you had distributions (paid expenses), then you need it to correctly finish your return.
