Unfortunately, no. Turbotax will import only from the immediate prior year. Turbotax 2016 will import only from 2015, not any other year.

This is quite annoying.  I have TurboTax Premier 2018 and I skipped TT last year because I used a CPA now I must start all over.

Correct.  You can only transfer the previous year into a new tax year.  You cannot skip years for the transfer process.
