Can I prepay 2017 state income tax in 2016 and take the deduction in 2016? I know I can prepay 2017 property tax in 2016, but I'm not sure about state income tax.

Yes, if you pay state income tax in 2016, it is deductible in 2016.  That's what withholding is, after all.  Be aware that if you overpay, the refund you get will eventually be taxable income, so there's not much point in going overboard.  Also, when you make the payment, you will have to be aware of whether your state will allow you to apply it to the 2016 tax year or the 2017 tax year.  (I would not advise making 2017 tax year payments, as this can get complicated.  But making a 2016 payment now instead of waiting until April 15 is perfectly fine.)
