You may be able to use the online refund request website here:
https://support.turbotax.intuit.com/forms/refund-request.jsp

Otherwise, to get a phone number for TurboTax Customer Support, fill out the small form at the link below.  Enter a short question or a few keywords.  You will be assigned a phone number based on your issue. The phone number will not display when they are closed.

TIP: When you type your question into the form there, do not use the term "refund", or it may send you to an automated phone hotline to check on your tax refund.  Instead, input something like "billing issue" or "speak to an agent about my fees."

Can I cancel the 2016 turbo tax that I have been charged for but not downloaded?

Was this a regular website purchase or are you a TurboTax Advantage member (annual subscription)?    If you are an Advantage member, and don't want the same thing to happen next year,  you can cancel your Advantage membership by following this FAQ:
