I am mailing my Illinois state tax return. Turbotax printed out a copy of my federal return at the end of the state return. Am I required to mail a copy of my federal tax return to Illinois?

Depends. I have lived in IL for 20 years and never attached the federal return, and was never asked for it in the years we were due a refund. However, in 2019, I did not include it, when I apparently should have, based upon our circumstances (i.e., a difference between W-2 wages and adjusted gross income). After providing the federal return via mail in May, 2019, (electronic submission after the fact is not an option), we finally received our refund in January, 2020.

My federal return as approved however my state return was rejected. In talking with one of turbo tax representatives she suggested I just fill out a revised state tax form with the corrections and mail it in to the state. Should I inclose a copy of my federal return along with it?
No. If your federal return was accepted, but your state return was rejected, you should be able to click the Fix it Now button and correct anything on your state return that is causing the rejection. Once that is corrected, you will refile your state return.
