I am a beneficiary of an IRA that is subject to PA inheritance tax. Does this tax need to be paid by the estate or can I file an individual PA tax form?

Generally, the tax is paid by the estate, the administrator of the estate should file a PA inheritance tax return for the entire estate.  However, each beneficiary is ultimately responsible for paying the tax.  Whether the IRA is subject to the PA inheritance tax depends upon the age of the deceased.  See this FAQ for details.  Check with the estate's administrator to see if they have filed the return.

Turbot Tax does not support the preparation of the PA Inheritance Tax Return.  You don't mention your relationship to the deceased or what state you reside in so not much additional advice can be provided.

I myself can't make sense of it at <a rel="nofollow" target="_blank" href="http://www.revenue.pa.gov/GeneralTaxInformation/Tax%20Types%20and%20Information/Pages/Inheritance-Ta...> but I'm not a PA resident. Maybe it will answer your question?
