2013 won't install

Get error message Computer doesn't meet minimum system requirements. then system administrator. Have a new HP laptop, Windows 8.1. Turned off AVAST anti virus and allowed installation program through Windows Firewall. Still get same error.

        Under "Ways to Contact Us" near the bottom of the screen, select "Call Us"
        On the next screen, select "Get Phone Number" at the bottom of the screen.
        The next screen will give you a telephone number to call and an incident number.
    Telephone numbers are only given when TT support is open - Turbotax telephone support is open Monday - Friday from 8:00 AM - 5:00 PM Pacific Time (11AM - 8PM Eastern Time)
