Error 10522: "TurboTax cannot load the installed tax forms. We cannot read the perwin.ini file..."

This error occurs when attempting to start a tax return in TurboTax desktop software. The full message reads:

TurboTax cannot load the installed tax forms. We cannot read the perwin.ini file because it is locked by another program.
Please shut down
[name of another program]
Error: 10522

Because the perwin.ini file is locked by another program, TurboTax is unable to read it and generates this error message.

Solution

  1. Close TurboTax.
  2. Simultaneously press the Ctrl+Shift+Escape keys and open Task Manager.
  3. In Task Manager, click the Processes tab, select the conflicting program mentioned in the error message, then click the End Process button.
  4. Close Task Manager and reopen TurboTax.

If the problem persists, restart your computer to clear out all running programs, then reopen TurboTax and try again.
