Make sure you continue through the screens all the way to the end. You need to click the green Transmit Returns Now button, pictured below, to e-file your return.

How to file a State return after e-filing a Federal return
TurboTax allows you to skip filing your state tax return and file only your federal tax return. You can still complete your state return(s) later. For more information you can visit the State E-Filing Requirements. Some states, like California, require what is called simultaneous filing, meaning that the State return must be e-filed with the Federal if you want to e-file the state return. Even when simultaneous filing is not required, State returns are always compared to Federal before processing and review is complete, which could cause delays. If you do not e-file your state return, you'll need to file your State return by mail.
