Does Turbo Tax charge to file state taxes? Do all states require a separate tax filing? If turbo tax charges, how do I file state taxes with out being charged?

Yes, Turbo Tax charges you to prepare a state tax return.  Turbo tax automatically prepares the state return even if you are not required to file it and then requests payment.  You do have the option to delete the state form.

Go to your state's website.  First check out the filing requirements.  Note:  even if you're not required to file, you may choose to file if you're eligible for a refund.  Next, check out the filing options offered by your state.  Many states offer free e-filing for state returns.

So use TT to prepare your federal return, and decide whether or not you want to use TT for your state return.  If you don't want to use TT for your state return, then delete it.
