I saw that Intuit was just fined a huge amount of money for forcing low income filers to pay fees for state returns. They are still doing it!
My sole source of income is Social Security Disability. That means that I have ZERO state income. I filed my federal and state returns for free, but they were both rejected because I had forgotten to report 1 month of ACA insurance for January 2021. Reporting that 1 month of insurance required an additional tax form, which required me to upgrade to the $59 version. No problem. However, switching to the $59 version to file my federal return also required me to pay $49 to file my previously free state return with ZERO income, ZERO expenses and ZERO taxes!!! The reason? Pure, unadulterated GREED!!! Nothing had changed from when I had originally filed my state return for free!!! I tried to file my federal return without filing my state return, but the directions to do so did not work! With the deadline approaching, I was forced to pay $49 + tax to file my ZERO state return!!! I contacted Customer Service to ask for a refund of the $49 fee for my ZERO state return and was immediately denied since my state return had already been filed, which in no way prevented them from refunding my state filing fee!!!

A rejection message comes from the IRS, not the software company. It means something on your tax return does not match IRS records.
