Until tax year 2020 I used a CD version of TTax deluxe. This year I used TTax deluxe online. I always select electronic funds withdrawal (EFW) and provide my bank account info, as I did for 2020. The federal forms I printed out did NOT show that I had selected EFW. It only had the raw calculations and completed 1040 forms. It did show the EFW for state. I called the intuit / TTax support line and the respondent worked for about 15 minutes via chat trying to pull the worksheets that would show if I selected EFW. No success at getting the forms. After 2 weeks, I paid the IRS online via their portal. A week later, they executed the EFW! Why doesn't TTax online show whether I selected EFW anymore?

Assuming the tools were purchased for the primary purpose of renovating the property, you should be able to claim the cost of those tools as a lump sum amount in the "supplies" section, which is on the 2nd screen of the Rental Expenses section.
Property improvement costs are added to the cost basis of the property, and should "NOT" change the value of the land. (Unless it's a land improvement of course.)

It is not a TurboTax limit. It is the e-file form specifications (schemas) issued by the IRS that specifies how many characters a field can have. The IRS e-file also requires rounding cents to the nearest dollar.
Self-prepared software has limitations that professional software does not. The IRS interface for professional software is different.

Turbo Tax Support was very successful giving me an answer. I contacted them after I posted in the Community. Go to Forms (not step-by-step). Look on the left side top and you will find OPEN FORM. Click on this and you should be able to get a blank form. On this form you need to identify what Form and Line Number you are explaining on this blank sheet. Be sure your name and social security number are on the blank sheet. Type in here as much info as you need to explain your situation. Be sure you show the line numbers of the forms involved and the numbers agree to this statement. The statement now is part of your tax return and will be successfully e-filed with your return. It worked just fine for me. I e-filed and my return was accepted in hours.

When you use Online TurboTax, you get one return per fee. Each return needs its own account and user ID. If you use the same account and user ID for a second return, you overwrite the first one and lose it forever.
When you use Desktop TurboTax, which you install from a CD or download to your own hard drive, you can prepare and e-file multiple returns for the cost of the software. You can e-file up to 5 Federal returns—more if you mail the additional ones. If you have multiple returns to prepare for family members, Desktop is more cost effective.
Desktop --unless you specifically buy federal Deluxe only from a retailer-- will include the software for one specific state. You can prepare as many returns for that state as the number of federal returns you prepare. E-filing state returns is an extra fee which can be avoided by printing and mailing the states. Additional--other--state software is an additional fee for the software.
