The Oregon Statewide Transit Individual Tax is a one-tenth of one percent tax statewide transit tax that is withheld by employers on all residents and on nonresidents who perform services in Oregon.
Line 4 of Form OR-STI asks you to include any statewide transit tax payments your made prior to filing your state income tax return. These are payments you made for the transit tax only. Do not include withholding or payments you made for any other taxes.

No. Do not put $0 in the box. Use the actual tax liability from your 2019 Maryland tax return.
If you do not have a copy for your 2019 Maryland return, fill out Maryland Form 129 and get a copy.
Your tax liability and your refund are two different things. Your tax liability is the amount of tax owed on your income. If your withheld more than your tax liability, you will receive a refund.
For example, if you earned $25,000 in Maryland, your tax liability would be $875. If you had $1,000 withheld from your pay, your refund would be $125.

TurboTax does not support the St. Louis Personal Earnings Tax. If you need to file the E-1 Form, do it outside TurboTax. Your Missouri W-2 should have your St. Louis income and tax listed on lines 18-20.
As @DanielVO1 said, you can claim a credit for St. Louis income tax on your Illinois return.

Remove your New York wages from New Jersey to stop TurboTax from double counting your income on your NJ return.
In the NJ section, go to the screen Let’s Confirm Your Taxable State Wages from (Your Employer).
Check Remove These Wages next to NY. Then Continue.
New Jersey residents working in New York are taxed by both NY and NJ on their earnings. NJ provides a credit for tax paid to NY.
New Jersey state wages are often higher than federal or New York wages because the Garden State taxes some benefits that the federal government and NY do not.

No. you cannot exclude pension payments that you received as a Delaware resident that were previously taxed by New Jersey. The Diamond state does not provide a tax credit for pension income previously taxed by another state.
Delaware allows persons aged 60 or older to exclude up to $12,500 of pension and retirement income, including a 457b as a pension deduction.

No Mary2e, you do not need to calculate the same credit for New Jersey. New York Form IT-203F shows how much of your current income should be New York versus non-New York income based upon previous employment in New York.
New Jersey residents are taxed on all income received, so the entire payment is taxable to NJ. However, you will only receive an other state tax credit for 60% because 60% is NY income, which is the amount reported on your NY non-resident return. The other 40% would be considered NJ income. A NJ resident would not receive an out of state tax credit on NJ income unless your husband worked in multiple states, in which case you would have to allocate and file other state tax returns.

On TurboTax Online,
After entering your 1099-R, you'll see a screen Tell us if you moved the money through a rollover or conversion,
Select I converted some or all of it to a Roth IRA,
Then choose whether (1) Yes, all of this money was converted to a Roth IRA, (2) No, I converted less than [the full amount], or (3) I didn’t convert any of the money.
By converting a Traditional IRA into a Roth, you change otherwise taxable distributions to tax-free distributions. What’s the catch? You’ll have to pay tax now on the amount you convert.

You may have accidentally checked the box for a foreign bank account question by mistake.
To change the foreign bank account question:
Click Tax Tools in the left column,
Click Tools ,
Select Delete a Form in the center,
Find and delete Schedule B .
Deleting Schedule B will delete any interest (1099-INT) and dividends (1099-DIV) on your return. If you received interest and dividends, put those amounts back in before filing.
The foreign bank question will come up again. Be sure to say No this time.
