You are not alone in having to wait what seems like an unusually long time for your refund. In normal times, a six week delay would be reason for concern. But these are not normal times. The IRS is experiencing long delays in processing returns and paying refunds, in certain cases. The best advice I can give, is to wait patiently.

You can't direct your state refund to pay your federal tax due. If you want to use those funds to pay your federal tax, you'll have to wait until you receive your refund, and then submit payment to the IRS.

That is a question only the IRS can answer. It is not unusual for the IRS to adjust a refund, and it can happen for any one (or more) of a number of reasons.
One reason refunds are less than expected is called a Tax Offset. If you owe money because of certain delinquent debts, the IRS or the Department of Treasury's Financial Management Service (FMS), which issues IRS tax refunds, can offset or reduce your federal tax refund or withhold the entire amount to satisfy the debt.
If you owe federal or state income taxes your refund will be offset to pay those taxes. If you had other debt such as child support or student loan debt that was submitted for offset, FMS will take as much of your refund as is needed to pay off the debt, and send it to the agency authorized to collect the debt. Any portion of your refund remaining after an offset will be refunded to you.
The IRS will also adjust a refund as a result of an error on the return, or a missing tax document (e.g. a 1099 or W-2).
Whatever the reason, the IRS will send you a letter for explanation.

TurboTax has no way of knowing what is happening with your tax returns, once you file. The IRS is experiencing unusually long delays this year in processing tax returns and sending refunds. The only way you can get information as to what is happening with your tax return is to contact the IRS:
Call the IRS: 1-800-829-1040 hours 7 AM - 7 PM local time Monday-Friday
When calling the IRS do NOT choose the first option re: "Refund", or it will send you to an automated phone line.
So after first choosing your language, then do NOT choose Option 1 (refund info). Choose option 2 for "personal income tax" instead.
Then press 1 for "form, tax history, or payment".
Then press 4 "for all other questions."
Then press 2 "for all other questions."
- When it asks you to enter your SSN or EIN to access your account information, don’t enter anything.
- After it asks twice, you will get another menu.
Then press 2 for personal or individual tax questions.
It should then transfer you to an agent.

No, using a different email address a couple of years ago would have no effect on your tax return. The IRS is experiencing long delays in processing returns and sending refunds. Forty-one days is not usual this year. I recommend patience.
