You can't file until the IRS releases and approves some forms you need.

It is self-explanatory really. You started entering your 2022 tax information pretty early, but there are a lot of forms that are not yet ready, so you cannot file yet. You have to wait. Click Review to see the forms you are still waiting for. And since the IRS is not yet accepting/rejecting returns, there is no rush to file.
