I followed the turbo tax instructions for mailing in my owed taxes and now I have paid twice the amount owed and can't get a refund from IRS.

I mailed the original payment in February, but was notified in April that I hadn't paid. I then spoke with the IRS and paid immediately online. Then my original check that they claimed wasn't received was cashed and I've been trying to get my money back for four months to no avail. They have acknowledged that they owe the money and keep telling me to wait thirty days, but I still haven't seen a check and it's been four months.

You can consider contacting the Taxpayer Advocate Service for your state.  At the following IRS website, find the USA map and click on your state, and it will give you the number of your IRS Taxpayer Advocate.

If you are unsuccessful with the Taxpayer Advocate for your area, you can also try the special IRS phone number for the Taxpayer Advocate Service at  877-777-4778.

You could consider the following option also;
File an amended return Form 1040X showing your total payments, and the resulting overpayment. You can then request a refund, or select that the overpayment be applied to your 2016 tax return.
