We don't want to pay the $59.99 we only want to pay $19.99 . When we click on the pay by credit card, how would we know which amount we are paying?

Sorry if you are in the Deluxe version it is 59.99 for Federal and another 44.99 for state.  19.99 was for Plus.  But it looks like you upgraded to Deluxe.

You can view your TurboTax fees, by clicking the Tax Tools tab over to the left of screen. Then on the dropdown menu, click Tools, and then click My fees in the pop-up screen to view your TurboTax fees. Also, if you arrow back from the pay with credit card screen, you should see the Nice job, you're almost done! screen. If you scroll about mid-ways the page you should see the total there as well.
