If I need to set up a payment plan to pay my federal taxes can i fill now or do i need to set up the payment plan first

You can do it all at the same time or you can file your taxes and then do the payment plan.  You cannot set up the payment plan first though. 

You can file your taxes now and then at the end of TurboTax it will give you the option to request a payment plan.

You can also file your taxes, select pay by check and then apply directly on the IRS website.  It is easier to do it at the end of TurboTax though.
