My payment options showed fee f $39.99 could be deducted from my refund, but when I chose to pay by credit card, the charge was $59.00 or total of $65+...WHY?

Also, Why did I not have the free edition available to me?

You are asking from Deluxe. It's $59.99 plus sales tax. (There is an extra $39.99 charge to Pay with Refund.)

Your return must have needed schedules that are not available in Free.
