Will Pentium CPU B940 @ 2 GHz work with TurboTax Deluxe 2016. It says Pentium 4 or later is required.

Yes, your processor should work with TurboTax Deluxe CD/Download. 

I've checked on your processor compared to Pentium 4, and your processor is more recent than a Pentium 4. Assuming your computer meets all the minimum requirements listed here, you should not have any trouble: https://turbotax.intuit.com/personal-taxes/cd-download/deluxe.jsp

If you are concerned about any of the minimum requirements, you can also use TurboTax Online without installing anything on your computer.
