I did receive unemployment benefits it 2016. I had taxes taken out. Do I need the 1099G?

I checked my UI account online to view the 1099G and it states "There is no 1099-G information available for any calendar year. (0)" Is it not ready or do I not need it?

Yes, you need it. It should be available by Jan 31.
