How can I finish filing without setting up another payment arrangement via TurboTax.

I am already on an IRS payment plan. I do not want to set up another arrangement to pay my Federal Taxes at this time because I can not afford that, nor do I want to disrupt my current payment plan. Am I able to file my taxes on Turbo Tax without starting a payment plan through TurboTax?

Yes, just select the option for "pay by check" - all this option does is just produce a voucher for you to make a payment, which you can just not actually send the payment.

You can then contact the IRS to make arrangements to add your new balance to the old installment agreement.  Do understand that one of the requirements of your old installment agreement is that you agree not to owe taxes again during the agreement.  So, if you don't make full payment or make arrangements with the IRS to add the new balance to the old agreement, they can technically cancel your current installment agreement and seek full payment from you.
