Yes. I assume you mean a state estimated payment? If you pay a state estimated payment in 2016 it can be deducted on schedule A for Deductions. If you pay a federal estimate in January it still goes on your 2016 federal return as a payment.

Yes. I assume you mean a state estimated payment? If you pay a state estimated payment in 2016 it can be deducted on schedule A for Deductions. If you pay a federal estimate in January it still goes on your 2016 federal return as a payment.

You do not deduct it per se, but rather will credit it against your taxes due.
