I am a US citizen working for a foreign government in the US. I do not have a federal EIN or a state EIN to provide in my substitute/non-standard W2. TurboTax will not allow me to e-file with these entries blank. How can I e-file my return?

More info. TurboTax has me fill-out and attach a form 4852 to a non-standard W-2 I needed to fill out for my wages from my foreign government employer. This indicates that this form can be used for electronic filing. See screen shot below. However TurboTax insists this that I input my employer Federal EIN and State EIN (neither exist as my employer is a foreign government) before it will proceed with e-filing. Is this a bug in TurboTax?
According to this Turbo Tax link, The IRS doesn't allow Form 4852 to be filed electronically, so you'll need to print out the necessary forms and mail them to the IRS. This is especially true if there is no EIN in the form. Please read that link thoroughly.
