With NY's Essential Plan do I say Yes I had coverage via Healthcare.gov, Affordable Care Act, or NY State of Health? On the next page, is it an ACA plan or Medicaid plan?

Yes, the plan is through the NY State Marketplace, but it is a Medicaid type plan and does not send a 1095-A.
