Will turbotax deluxe for tax year 2018 import financial data from institutions?

Yes.  The Deluxe edition have always have had the capability to import forms 1099 from banks and financial institutions that are TurboTax partners.  The 2018 forms probably will not be available for import until late January or early February 2019.

See this TurboTax support FAQ - https://ttlc.intuit.com/questions/2580841-which-1099-forms-can-be-imported

You didn't mention whether you want to use the online version or the desktop software (CD/download).

If you have a 1099-B for sales of stocks, bonds, mutual funds, etc., and if you want to use desktop software (CD/download), then desktop Deluxe can handle that.    However, if you want to use Online TurboTax, you will need Premier or higher, since online Deluxe cannot handle Schedule D.

Will turbotax deluxe for tax year 2018 import financial data from institutions?

Yes, but what Intuit does not tell you until after you have purchased their software is that new to this year you must create an Intuit account.  They also mention that they save encrypted data, but it does not say what data they actually save.  I don't want them saving any data.  In the past this was not necessary so I don't know why they are this year.  This year I am going to fill financial data in manually from my 1099 and next year I will not be buying Turbotax.
