No, TurboTax is simply a self-tax preparation service which allows you to prepare your return and then either electronically delivers it to the IRS (like dropping it in the mailbox) or allows you to print and mail the return.

Any accounts you open with the IRS (such as Pay.gov) have nothing to do with TurboTax.
