You are referring to the Standard Deduction when filing as Single, which is $13,850 for tax year 2023. That amount was not taken from you.
Only the amount of your income that is greater than the Standard Deduction for your filing status is taxable income.
You are confused. If you are single, the $13,850 you saw is your standard deduction. That is the amount of your income that is "tax free." That amount was not taken from you. Each filing status has its own standard deduction.
Your standard deduction lowers your taxable income. The standard deduction makes some of your income “tax free.” It is not a refund. You will see your standard or itemized deduction amount on line 12 of your 2023 Form 1040.
