If you not did receive taxable income of any kind in 2023 then there is no reason to file a tax return. You are not eligible for any kind of tax credit if you did not have earned income from work in 2023.
Was there a word missing? Did you really mean "if I did NOT work....?"
2022 and 2023 are two separate tax years. If you worked during those tax years, then you could file tax returns in order to seek refunds of tax withheld or for credits you might be eligible for.
If you did not work in 2022 or 2023, then filing tax returns would not make you eligible for any of the child-related credits like child tax credit or earned income credit. If you did not have taxable income from which tax was withheld, then there is no reason for you to file a tax return, since there is nothing from which you could get a refund.
