It depends on why you would owe. If you under-withhold at any point during the year, the IRS can and will impose an underpayment penalty on your return the following year. If you owe due to a penalty that is not tax related i.e. an additional 10% early withdrawal penalty, the IRS may not asses you a penalty of owing taxes.
