No, the IP PIN retrieval system requires a credit card or other loan in your name in order to retrieve your PIN.  This is because they match information from your credit profile and need an account that will appear on it and a debit card will not.  

If you have tried the online tool with no success, then you can use the information in the article below to request a PIN via mail.  Or, you can always paper file your return without the IP PIN.
