Why would there be a difference between box 1 and box 17 on my Pennsylvania w2

On my w2  box 1 wages is 16809.98   

but, box 16 state wages is only 15369.16

Why would these numbers be different?

Box 1 includes income on certain fringe benefits (see Boxes 12 and 14).

Pennsylvania does not include fringe benefits as taxable income.

For this reason, your Box 1 and Box 16 may have different amounts.

PA taxes certain employer provided benefits that are not taxed by federal.  Most common is contributions to a retirement plan.  Box 12 code D.
