Why would offset number tell me I have no outstanding debt with anyone but I received a tax topic 201

Tax topic 201 is for IRS debt.

If you called the the Department of Treasury Bureau of Fiscal Services at  (800) 304-3107, they handle garnishment for other types of debt including student loans, child support and state tax obligations. 

Call the FMS at 1-800-304-3107 to find out if your refund was reduced because of an offset.

Call the IRS Taxpayer Advocate Service at 1-877-777-4778 (or visit www.irs.gov/advocate) if you feel your refund was reduced in error. The service is free.
