Why would I have to upgrade to report gambling winnings when I can't deduct losses?

You cannot use the Free Edition to enter a W-2G for gambling winnings. You need Deluxe or higher if you have a W-2G. The Free Edition does not support a W-2G. Gambling income goes to Schedule 1---and the Free Edition does not support the use of Schedule 1.
