Why wont the ID license form work and let me file if it isn't required?

The page needs to have no information input. If you started entering info, you need to delete it. 

For the state selection, you open the drop down box, move the cursor to the top empty space, and click on the space. This will clear the state line and allow you to continue to the next page and finish filing the form.
